NATIONAL TOURIST ZONE "AVAZA"
The Turkmen sector of the Caspian Sea coast equally to healing virtues of sea, mild climate, mineral source, mud-baths and golden-sandy beaches are well-known by its ecological purity.
The use of all this potential together with colossal economic, communicative advantages, unique historical-cultural monuments of Turkmenistan, its national architectural and nature exceptionality, hydropathical and mud-treatment health resorts opens real prospects of mutually beneficial cooperation in field of detailed development of tourism industry.
In July 2007 on the eastern coast of the Caspian Sea under the initiative of the President of Turkmenistan it was created the national tourist zone "Avaza" for purpose of investments activity promotion directed on development and modernization of tourist industry.
For creation of the national tourist zone "Avaza" it was chosen the territory of common area 1700 ha with expectation on phased cultivation of plot of land on seaboard by length 16 km..
The administration of the national tourist zone "Avaza" are carried out by the State Committee for Tourism and Sport of Turkmenistan and the hakimlik (the city hall) of Turkmenbashi city.
Strong financial support directed on infrastructure development of the tourist zone "Avaza" is rendered by the Government. Projects for more than 1 billion US dollars are realized according to the state order. Among them there are road building, new water-supply system and sewerage, gas turbine electric power station of "integrated" cycle, installation of distillation of sea water, artificial 7 km canal with watertight base and use of flowing sea water (this project must ennoble seaside territory and attach singular appearance, it is provided small boats and vessels on canal and also building of different projects of social-cultural functions on its coast).
The national tourist zone "Avaza" is situated in nearness of main transport communications: air and sea port, railway and road lines. In this connection it is necessary to notice the building of the new international airport in Turkmenbashi city, the expanded reconstruction of Turkmenbashi international sea port and also the building of the international transport corridor "North-South" (transnational railway from Kazakhstan town Eralievo through Turkmenbashi to Iranian town Gorgan) which will provide to European and Asian countries exit to ports of the Persian Gulf by the shortest route.

For the state support of formation and development of the national tourist zone "Avaza" and also for maintenance of guarantees of investments return the following regulations are stipulated:
Immediate order of issue of entry visas and permits to foreign experts and workers;
Registration of entry visas in the simplified order in a place and at the moment of arrival to the tourists coming to Ashgabat and Turkmenbashi cities for rest in the national tourist zone "Avaza";
Ensuring of manat means converting to freely convertible currency in case of necessity of transfer to abroad unused profit by foreign investors;
Special procedure on territory of the national tourist zone "Avaza" of operations, charges and transfers to abroad available and non-cash means in foreign currency;
Ensuring the first order delivery of cargo intended for construction and operation of objects on territory of the national tourist zone "Avaza".
Also according to the legislation of Turkmenistan for subjects of tourist zone it is stipulated some privileges of economic character, in particular they are exempted from payment of:
Consular and admission fees;
Custom charges at import of the goods to Turkmenistan intended for construction and operation of objects of a tourist zone;
Exchange fees for registration of contracts;
Certification services;
License fees;
Rent for plots of land;
The value added tax under performance by subjects of the national tourist zone of building and civil - construction works connected with erection of new objects for reception of tourists and their infrastructure in the national tourist zone;
The value added tax for rendering of services of tourist reception including their accommodation, public catering, granting of individual household and medical-improving services, the organization of the entertainments rendered by subjects of the national tourist zones on territory of these zones – within the first 15 years from the moment of putting into operation of corresponding objects;
The tax on the property used for performance of building and civil-construction works, connected with erection of the new objects for tourist reception and their infrastructures in the national tourist zones or with the termination of construction of the uncompleted objects as well as property of new objects for tourist reception and their infrastructures in the national zones – within the first 15 years from the moment of putting into operation;
The profit tax received from rendering of services on tourist reception including their accommodation, public catering, granting of individual household and medical-improving services, the organization of entertainments (except for gambling industry) rendered by subjects of the national tourist zone on territory of these zones within the first 15 years from the moment of putting into operation of corresponding objects.
